selUser open a window and let you select your User ID and then start a Tool
with the user'config you choose. (no password)

Now works FINE with Ibrowse (v1.22) ...
Now works with Voyager (3 pre 4) ...

Now accept arguments ...

users are in env:seluser.prefs and info about tool to launch in tooltypes
