fifo-handler 38.3 introduces ctrl-C/D/E/F and ctrl-\ (send EOF once)
handling for COOKED mode ONLY.  The cooked input stream is scanned for these
characters.  Now ctrl-\ works in a RemCLI shell window, making it act more
like a CON: one.  You still cannot M-x comint-send-eof in GNUEmacs as it
uses a RAW mode connection.  The new features are useful for Hans Verkuil's
upcoming free X11R6 port (xterm window) and BBS shell/CLI doors.
