EnvTool was born out of a severe need to allow library users to
specify their own tools for viewing docs, pictures, guide files, etc,
instead of being forced to use the default tool specified in the
supplied icon, especially now with the "cast-in-plastic" tooltypes of
the CD-ROMs!

EnvTool looks in the icon's tooltypes for a default tool and an
environment variable specification.  If the environment variable
specification is found, it runs the tool specified by the environment
variable.  If not, it runs the default tool.

This is the first alpha release.  Bug fixes, suggestions for
improvements, etc are greatly appreciated.
