Run this program from a CLI window or a script, and it will make the CLI
window expand to fill the screen, and it will also remove all the borders
on the window, making it use the entirety of the screen for writing, ie
with topaz-8 font and a 640x256 screen, you get all 80x32 char size!

It's use is intended for startup-sequences and such, to replace the old
BORDER command.

DON'T run it in the background
DON'T run it on window handlers other than CON: or NEWCON:
DON'T run it where the CLI window is not active at the time!
