This is 'pkg-config' a proggy that uses special scripts to find out
deps and params on your computer, so compiling software is less time
consuming and much easier.

NOTES:

Requires 68020(no FPU)+, OS 2.04+, 256+ KiB of free mem., ixemul 48+

[*]
Proggy was tested using the testuite with success, so it looks like
it is fully functional.
